Created attachment 471401 [details] demo of the bug iOS 17.5 iPadOS 17.5 App: Safari Steps to reproduce: 1.) Install the YouTube-App 2.) Visit www.google.com 3.) Search for "youtube" 4.) On the search results, do a right-click on youtube and select "Open in the background". 5.) Switch to the youtube tab in Safari 6.) Notice the "Open in XYZ-App" Bar on the top of the screen 7.) Now scroll down and again to the top of the screen, so that rubberbanding happens on top of the screen. Actual: The Rubberbanding on top of the screen is sluggish. Expected: A smooth Rubberbanding on top of the screen. Looks like the page reload indicator conflicts with the bar. A demo is attached. Thanks for checking.

Further information: It doesn't matter whether the address bar is located at the top or at the bottom. The issue happens in both cases.
