To reproduce: visit https://tiki.org, wait for it to fully load (and animations to stop), then watch the CPU usage. This also happens on other computers, such as a desktop computer with onboard AMDgpu graphics, such as the AMD RS780C chipset ("Radeon 3100"), not just Intel graphics.
